An international procurement is not automatically quoted in United States dollars. The currency stated by the buyer needs its own evidence field, even when suppliers commonly prepare internal estimates in another currency. A cancelled UNOPS Mozambique RFQ shows the problem clearly. This article addresses document reading and labelling, not exchange-rate forecasting, payment assurance or advice on managing currency exposure.
The buyer answered a specific currency question
The UNOPS Mozambique notice, checked on 3 October 2026, is labelled cancelled. Its November 2025 answers to requests about USD identify MZN, the Mozambique Metical, as the quotation currency and tie contract and payment currency to the stated conditions. No actual quotation, contract, exchange rate or payment record was examined.
Put currency beside every price field
An illustrative response review should retain the currency label next to a figure rather than leave it in a distant narrative. A number without a currency can be misunderstood even when its arithmetic is otherwise clear. Do not infer a dollar price from a dollar symbol used in a supplier’s internal notes or a different procurement.
Where an internal estimate uses another currency, distinguish that working estimate from the proposed submitted amount. A researcher should not manufacture a conversion rate or assume that the buyer will accept an alternative. The supporting instruction and any actual clarification need to remain identifiable.
Check the document-specific answer
The useful question is what this buyer requested for this procurement, not what is usual internationally. A supplier’s familiarity with another organization’s process cannot replace the applicable instruction. Preserve the notice reference and the answer that supports the currency entry in the preparation record.
If a real form and its accompanying instruction appear inconsistent, keep the discrepancy visible for the responsible buyer and reviewer. Do not resolve it by silently converting all figures. This article does not interpret how a particular real offer would be evaluated or whether an exception would be available.
Separate currency identification from financial assurance
Knowing the requested currency does not demonstrate that a supplier can receive payment, that an invoice will be accepted or that a bank can process a transaction. Those are separate commercial and financial questions. A public currency answer should not be presented as proof of a buyer’s payment reliability.
Actual contract, financial-offer and payment decisions retain a human hold. No bank account, quote, tax treatment or exchange arrangement was checked here. The equipment and training mentioned in the historical notice also receive no safety or technical recommendation from this article.
A bounded preparation outcome
Our editorial judgement is to make the requested currency explicit before comparing or summarizing figures. The resulting record identifies the source and preserves unanswered financial questions. This historical cancelled case provides no current opportunity or exchange-rate prediction. It supports one narrow conclusion about reading the buyer’s answer; any real submitted figure and payment condition still need current document-based verification.
