A narrative proposal can be easier to read than a crowded form while still making required evidence difficult to find. The procurement task is to keep presentation and evaluation traceability aligned. A historical UNOPS information-security review RFP in Tirana offers a concrete formatting answer. This article addresses proposal organization only. It does not prescribe cybersecurity testing, assess a firm’s technical capability or establish that an actual bid qualifies.
The buyer permits flexibility with a condition
The UNOPS Tirana RFP log, read on 3 October 2026, records a September 2025 answer permitting flexible formatting. Required information should remain easily identifiable and linked to specific RFP parts without the evaluator having to guess. We did not assess the full form, criteria or an actual response. The procurement is a historical case.
Create an evidence index from the actual criteria
An illustrative index can record each real criterion reference, the response section addressing it and the supporting evidence location. The criteria must come from the authoritative documents, not a generic online checklist. If the full documents are unavailable, the index is incomplete. Filling it with guessed requirements would misrepresent the assignment.
For a hypothetical proposal, one narrative section might answer several distinct questions. The index can point to the relevant passages for each question rather than expecting the evaluator to infer the relationship. Conversely, one attractive graphic may not provide the evidence that a criterion actually asks for.
Separate a response statement from its support
A proposal can state that a provider has experience while its evidence appears elsewhere. Keep both locations visible. Do not treat a broad claim as proof merely because it is placed under a heading matching the criterion. Genuine assignments, personnel and supporting material require their own substantiation.
If no evidence is available for a claim, mark the gap and have the responsible business review it. Do not invent clients, certifications, years of experience or an expert team to make the index look complete. The file should reveal what remains unverified before submission.
Review navigation as a reader would
Check that references lead to the intended sections and attachments after the actual response is exported. Page numbering, annex labels and bookmarks may differ between working and final files. This is a document-quality review, not a technical audit of the service being offered. No actual proposal was exported or tested here.
Keep any mandatory form fields and the buyer’s submission rules in view. A buyer-specific permission for flexible narrative formatting is not universal permission to omit forms, signatures or required content in another procurement. Real changes need current authoritative evidence.
A useful response-control outcome
Our editorial recommendation is an index that lets another reviewer locate each required answer and its support without reconstructing the offer. That is more useful than ornamental formatting that hides evidence gaps. No security work, compliance determination or supplier ranking was performed. Any expansion into actual technical capability or bid qualification remains subject to specialist and buyer review under the applicable documents.
