Blended-learning proposals: map delivery sequence and flag conflicting course durations

A blended-learning proposal needs a delivery sequence as well as a total duration. If a public procurement record contains different descriptions of online session length, a researcher should keep that discrepancy visible. A UNOPS leadership-programme RFP from 2024 illustrates both tasks. This is a historical document-reading case; it supplies no current course schedule, confirmed participants or evidence that a training program was actually delivered.

Separate a supported sequence from an unresolved duration

The UNOPS RFP/2024/50653 log, checked on 3 October 2026, confirms an in-person segment before the online part. However, March 2024 answers describe online sessions as 90 minutes in one entry and two hours weekly in another. We have not independently reconciled those statements. The past deadline does not permit treating the record as a current invitation.

Build the sequence without filling the gap

An illustrative planning sheet can name each delivery stage, the activity that must precede it and the source supporting that relationship. Add a separate field for duration and its evidence status. A supported order can be recorded while a duration remains unresolved. This avoids discarding useful information or pretending that all details are certain.

For a hypothetical training project, an initial residency could precede remote follow-up, while the length of follow-up sessions is still awaiting confirmation. The project team could prepare questions and identify resource dependencies without promising a final timetable. The example does not state a schedule for UNOPS or another actual buyer.

Make the clarification request precise

A useful question identifies both source passages and asks which duration governs the relevant activity. It should not simply ask the buyer to confirm the researcher’s preferred interpretation. Keep any authoritative reply with its date and document reference. If an amended schedule is issued, review it rather than assuming a brief answer changed every related requirement.

Until that evidence is available, avoid deriving a fixed total contact time, instructor commitment or price from the inconsistent passages. A calculation can be mathematically correct and still rest on the wrong source assumption. Do not hide the uncertainty in a note below a confident headline.

Keep delivery commitments tied to real capacity

Once a real requirement is confirmed, the responsible provider must verify its instructors, materials and delivery resources. A researcher should not invent their availability to finish a bid template. Proposed service dates and dependencies should be labelled accordingly until the business can substantiate them. This article does not provide visa, contract or personnel advice.

A controlled preparation outcome

Our editorial judgement is to preserve the supported stage relationship and hold unresolved duration-dependent conclusions. The useful record shows what can be planned and what still needs an authoritative answer. No actual course was inspected or provider evaluated. The case demonstrates responsible uncertainty handling rather than offering a definitive timetable, a staffing estimate or a promise of learning outcomes.
