A software quotation can name the right product while addressing the wrong transaction. UNOPS Myanmar’s March 2025 Stata clarification distinguishes new licenses from maintenance renewal for existing software. The past RFQ is useful for preparing quote scope, not for determining current licensing rights or prices. Its listed submission deadline is long past, and this article offers no invitation to respond.
Keep the buyer’s answer attached to each line
The UNOPS Myanmar public log, read on 3 October 2026, states that lot 7 concerns new perpetual software licenses rather than an upgrade, while lot 8 concerns one-year maintenance renewal for existing Stata. This is the buyer’s historical task distinction. Current vendor terms, actual customer entitlements and complete solicitation forms were not assessed. A serial number appearing in the public record is not reproduced here.
Describe the intended transaction before requesting prices
An illustrative quote-preparation table could identify whether a line concerns a new entitlement, an upgrade or maintenance associated with an existing entitlement. Keep the requested edition and other actual buyer conditions beside that purpose. Do not let a familiar product name erase the difference. The supplier needs a clearly scoped task before its commercial response can be compared with another offer.
For a hypothetical office procurement, a new license may be needed for one user group while a different existing installation requires maintenance. These tasks should not be merged into one generic software line. The example explains record design; it does not identify an actual entitlement, authorized reseller or license quantity.
Preserve evidence for the existing entitlement
Where a renewal is genuinely requested, the responsible account owner should provide the relevant entitlement evidence through authorized channels. Private license details should not be inserted into a public procurement article. If they are unavailable, mark the gap rather than invent a customer account or assume a previous purchase remains eligible for renewal. Eligibility and contractual interpretation need the applicable vendor evidence and human review.
A supplier’s statement that a renewal is possible should be retained with its date and scope. It should not become our independent guarantee. Conversely, a quotation for a new license should not be relabelled renewal merely to match a budget description. Keep commercial and technical scope consistent across the actual response.
Compare like transactions
When real offers are available, check whether they cover the same intended transaction and exclusions before comparing totals. This article includes no sample rate or cost ratio. It does not verify a discount, infer upgrade eligibility or recommend a purchase. A lower number for a different task would not answer the original requirement.
A useful, limited conclusion
The editorial judgement is to name the transaction purpose on every software quote line and connect existing-entitlement tasks to actual records. Current rights, vendor terms and contracts require authoritative evidence and responsible review. No new license was purchased, no account was queried and no supplier was rated during this research.
